Effective date of the revised RJUE postponed to October 1

According to the statement from the Council of Ministers, published on July 27, this “legislation grants municipalities more time to adapt and configure their IT platforms and to implement the complementary regulations provided for.”

Following this decision, the Portuguese Association of Real Estate Developers and Investors (APPII) congratulated the government, stating that “this decision demonstrates responsibility and rigor in ensuring a more thorough approach to one of the most fundamental pieces of legislation for the construction and real estate sector.” The Association adds that “putting a structural regime into effect without the corresponding regulatory framework would create uncertainty among industry players and the municipal councils themselves,” emphasizing that “predictability is the essential condition for real estate investment. Without predictability, there is no investment, and without investment, there is no housing supply.”

At the same time, Rectification Statement No. 29-A/2026/1, issued by the General Secretariat of the Government, was published in the Official Gazette on July 27, rectifying various provisions of Decree-Law No. 108/2026 of May 29. Decree-Law No. 108/2026, dated May 29, revised the regulations governing the licensing of urban development projects and amended the RJUE and the Legal Framework for Urban Rehabilitation.
