Average construction cost per square meter increases in 2026

The Ministry of Finance published Ordinance No. 471/2025/1, of December 26, which sets the average construction value per square meter at €570 for the purposes of Article 39 of the Municipal Property Tax Code (CIMI), to take effect in 2026.

The new value represents an increase of €38 compared to 2025 (€532), after the value had remained unchanged since 2023.

This value is one of the objective elements included in the calculation formula for the urban property valuation system, for the purposes of the CIMI. According to Article 39 of the CIMI, the base value of buildings corresponds to the average construction value per square meter, plus the value per square meter of the land on which they are built, set at 25% of that value. This means that, in 2026, the base value of buildings for the purposes of urban property tax assessment will rise to €712.50 (€570 plus 25% of this amount), the maximum value set to date.

In practice, this may result in an increase in the taxable value of urban buildings and, consequently, an increase in the amount of property tax payable.

The average construction value per square meter is set annually, based on a proposal from the National Commission for the Evaluation of Urban Buildings (CNAPU), and is determined taking into account, in particular, the direct and indirect costs incurred in the construction of the building, such as those relating to materials, labor, equipment, administration, energy, communications, and other consumables.

The value now set applies to all urban buildings whose model 1 declarations (for registration or updating of urban buildings in the matrix) are submitted from January 1, 2026.
