The credit line agreed between the Government and the EIB will enable municipalities to implement their housing responses over a longer period – until 2030 – compared to the target set in the Recovery and Resilience Plan (PRR) of June 2026, providing more advantageous conditions, with lower interest rates and more generous grace periods.
"Responding to housing challenges is an absolute priority for the Government. With this €1.34 billion in funding, we have another tool at our disposal for public housing in Portugal. This means 12,000 more affordable homes, at below market prices, which we want to make available to families in our country as quickly as possible," says Minister of Infrastructure and Housing Miguel Pinto Luz.
“Today marks a very important step forward in the financing of public housing construction and renovation in Portugal. I would like to commend the extraordinary role that the EIB has played in Portugal's development over the last 40 years, financing and supporting hundreds of public and private projects such as the one we are celebrating here today,” said Joaquim Miranda Sarmento, Minister of State and Finance.
Added to this effort is all the work being done under the Housing Access Support Program – 1st Right for the implementation of the housing responses provided for in the Local Housing Strategies, which already have an exemption regime until 2030, financed mostly by the State Budget, and an EIB financing line dedicated to its implementation is also being worked on.
