Government expands beneficiaries of the 1.º Direito Program and speeds up payments

Decree-Law No. 116/2025 of October 27, amending the 1.º Direito - Housing Access Support Program, was published in the Official Gazette.

"Having verified constraints in the validation of payment requests, which are likely to cause financial difficulties for the final beneficiaries, especially those with projects at an advanced stage of execution or already completed, which need to receive public support contracted with the Institute for Housing and Urban Rehabilitation, I. P., it is necessary to make some adjustments to the respective payment regime," reads the preamble to the decree.

To address these constraints, changes are being introduced to ensure greater agility and efficiency in payments for work that has been completed or is at an advanced stage of completion.

On the other hand, access to the 1.º Direito support is extended to beneficiaries of other non-repayable support for the acquisition, construction, or reconstruction of housing under legal public financing schemes, provided that in the last 15 years the support referred to has been less than 20 times the value of the social support index (IAS).

At the same time, the procedure for sorting applications that are subject to conversion to the special co-payment scheme introduced in March by Decree-Law No. 44/2025 is simplified, taking into account, for this purpose, only the final goal of developing housing solutions.

Effective as of November 1, Decree-Law No. 116/2025 applies to acts and contracts to be performed after that date, as well as to legal relationships already established and applications that have been timely submitted under Notice No. 01/CO2-i01/2021.

The 1.º Direito - Housing Access Support Program is a public support program aimed at promoting housing solutions for people living in substandard housing conditions who do not have the financial capacity to bear the cost of accessing adequate housing.
