Indicators confirm the dynamism of the construction sector in the first half of the year

The construction sector has been on a sustained growth path, with an overall positive evolution throughout the first half of the year.

The “Construction Situation”, developed by AICCOPN, highlights, in particular, the strong dynamism of the public works segment. Between January and June 2025, the volume of public works tenders awarded reached 5,894 million euros, an increase of 400 million compared to the same period in 2024.

In turn, the volume of construction contracts signed and reported on the Base Portal amounted to 2.828 billion euros, corresponding to year-on-year growth of 67%, considering comparable time periods.

In terms of municipal licensing, by the end of May there had been a 22.5% increase in the licensed area for residential buildings and an 18.9% increase for non-residential buildings. In terms of dwellings licensed for new construction, the increase was 26.3%, totaling 17,120 dwellings since the beginning of the year.

In the first five months of the year, banks granted 9,124 million euros in mortgage loans (excluding renegotiations), which represents an increase of around 2,589 million euros, or 39.6%, compared to the same period last year.

According to AICCOPN, this strong dynamic in lending has been accompanied by a reduction in interest rates, which fell by 99 basis points in May compared to the same month in 2024. At the same time, the median bank appraisal value of homes rose by 17.1% year-on-year in May.
