Land reparcelling support program extended to the whole country

A new application period is open under the “Emparcelar para Ordenar” (pEO) program, which aims to promote simple rural land reparcelling actions to be carried out or already carried out since February 1, 2020, the acquisition of buildings with a deed executed since February 1, 2020 and also the reconfiguration of the ownership of a rustic building to a sole owner, through the extinction of co-ownership or extinction of the communion of undivided inheritances. Within the scope of the pEO, simple reparcelling actions target forest and agricultural territories, and it is possible to integrate agricultural areas currently occupied by scrubland.

Initially aimed at territories identified as “vulnerable”, Notice 4 of the pEO has been extended to cover the whole of mainland Portugal and has been reinforced. 9.5 million euros are available, entirely from the allocation for component C08 - Forest, of the Recovery and Resilience Plan (PRR).

Any natural or legal person who owns a rural property can apply to the pEO, provided that they intend to acquire the adjoining rural property (or part of it), or that they have already acquired the adjoining property (or part of it) with a deed as of February 1, 2020.

The contribution rate is 50% and is in the form of a non-refundable grant, which can reach a maximum amount of 300,000 euros per beneficiary, and the de minimis aid limits must be respected.

Eligible expenses are the lowest value of the building(s) to be acquired or already acquired, between the appraisal carried out by an expert appraiser and the value negotiated between the parties, up to a limit of 10,000 euros per hectare, and the cost of the appraisal carried out by an expert appraiser.

Applications can be submitted using a specific electronic form, which must be completed and submitted online at the Applications Desk. The application period opened on June 30 and runs until October 31, 2025, or until the Notice's allocation is exhausted. The decision on the application will be made within fifteen working days from the date of submission.
