Between January and June this year, local authorities issued 20,613 licenses for new-build homes, a significant increase of 26.31% compared to the same period last year. The figures are shared in the AICCOPN Housing Statistics Summary, published on Wednesday, August 27.
Municipalities also issued 10,262 licenses for the construction and renovation of residential buildings, an increase of 13.6% compared to the same period in 2024.
In the first half of this year, total cement consumption in Portugal reached 1,969 thousand tons, a decrease of -2.2% compared to the same period last year.
Between January and June, the value of new mortgage loans granted by financial institutions in Portugal, excluding renegotiations, reached €10.913 billion, an increase of 39.3% compared to the same month last year. The interest rate on mortgage loans stood at 3.48% in May, a decrease of 103 basis points compared to the same period last year.
The median bank valuation of housing rose 18.1% in June, year-on-year, as a result of increases of 22.9% in the apartment segment and 9.2% in the housing segment.
In this report, AICCOPN highlights the performance of the Autonomous Region of the Azores, which in the 12 months ending in June 2025, registered the licensing of 763 new homes, up 43% compared to the same period last year. Of this set of licensed dwellings, 16% were studio or one-bedroom apartments, 38% were two-bedroom apartments, 33% were three-bedroom apartments, and 13% were four-bedroom apartments or larger. With regard to the bank valuation of housing, a year-on-year variation of 12% was observed in this region in June.
