Public properties will be mapped by September 2026 for concessions

On Thursday, September 18, the government approved a set of measures to put state assets at the service of housing, involving the initial sale of nine public properties at public auction and 14 public-private partnerships (PPPs) for affordable rentals.

“Dozens and dozens of properties are listed. Today, we made it clear in the Council of Ministers that around 10 will be subject to public tenders, managed by Estamo, for concessions of this property for extended periods,” said the Minister of Infrastructure and Housing in the first part of the presentation of the housing support program.

The former building of the Presidency of the Council of Ministers, in the Campo de Ourique neighborhood, is up for sale at auction, as well as the following properties:

Building of the General Secretariat for the Economy

Building of the Ministry of Education

Building of the Directorate-General for Higher Education

Building of the Directorate-General for School Administration

Building of the General Secretariat of the Ministry of Health

Building of the Directorate-General for School Establishments

Building at Rua Filipe Folque No. 44 (Lisbon)

Avenida de Berna No. 26 in Lisbon (vacant)

The Council of Ministers also gave the green light to the creation of a PPP instrument for public asset management. “These PPPs are intended to quickly bring municipalities and the private sector on board, because the government and the state cannot do it alone, with dozens and dozens and dozens of properties serving the priority of public policies,” explained Miguel Pinto Luz.

Miguel Pinto Luz revealed that Estamo will map public properties by September 2026 and launch public tenders for concessions, as part of a more comprehensive housing support package. The plan is to take advantage of unused state-owned properties to increase supply in the housing market.
