What does the government's housing program include?

The government's first housing goal is to "build 59,000 public houses and make funding available for more projects, including PPPs on vacant state properties with housing potential".

It is also proposed to create an exceptional and temporary scheme to eliminate or reduce tax costs on construction or rehabilitation work on properties intended for permanent habitation. At stake are the reduction or elimination of urbanization, building, use and occupation taxes. VAT will also be applied at a minimum rate of 6% on design, construction and rehabilitation works and services, with a limit on the final value of the property, and the deductibility will be extended.

In the area of renting, the government reaffirms the importance of stability and confidence in the rental market and is therefore considering revising the urban rental regime. It wants to introduce secure long-term rental contracts and review and speed up the mechanisms for quickly resolving disputes in the event of non-compliance with rental contracts.

In its programme, the Government also argues that "public intervention aimed at stabilization should be through subsidizing tenants who need it, and not through generalized punishment of landlords", which is why it admits to redesigning subsidy programmes for tenants in situations of vulnerability/effective need.
