Gaia issues building permits at twice the national rate, with 6.6 permits per 1,000 residents

Vila Nova de Gaia recorded an annual average of 6.6 licensed housing units per 1,000 inhabitants between 2022 and 2025, doubling the national average of 3.3 units and significantly exceeding the Greater Porto region’s average of 3.7 licensed housing units per 1,000 inhabitants.

The strong momentum in housing supply creation is also evident in developers’ investment plans. Over the past four years, the municipality has recorded an annual average of 8.5 housing units per 1,000 inhabitants in licensing applications, above the national average of 5.7 and the regional average of 5.4.

These figures are released as part of the Gaia Real Estate Observatory, an initiative of the Vila Nova de Gaia City Council in partnership with Confidencial Imobiliário, which provides regular statistical indicators on the municipality’s housing market, covering purchases and sales, rentals, development, and licensing trends.

According to the most recent data, in 2025 alone, Gaia received licensing applications for 4,170 new housing units and approved another 2,910, significantly boosting future residential supply and consolidating its position within the region. In terms of the investment pipeline, the municipality stood out by attracting, last year, approximately 2.5 times more planned housing units than the regional average, which stood at 1,735 units per municipality. Gaia also stood out in terms of its ability to complete construction projects, issuing permits for nearly three times the Greater Porto average, which stood at 1,070 units per municipality.

Within the municipality, the inner urban areas of Gaia accounted for the largest share of investment in 2025, with 25% of the housing units in the portfolio (1,050 units). Next are the Union of Parishes of Stª Marinha and S. Pedro da Afurada, with 23% (970 units), and Canidelo, with 21% (850 units). Coastal areas account for 19% of the projected portfolio (795 units), while the Union of Parishes of Mafamude and Vilar do Paraíso accounts for 12% (500 units).

Strong demand and the appreciation recorded over the past year have driven this trend. In 2025, Gaia recorded 7,255 housing transactions, 11% more than in 2024, accompanied by an annual price increase of 20.1%. Although in line with the general trend, this appreciation remains slightly below the 23.4% recorded nationwide. In the regional context, however, Gaia exceeds the average appreciation rate for Greater Porto, which stood at 18.3%.

Despite strong demand, the municipality remains one of the most affordable in the region. In 2025, the average home sale price in Gaia stood at €2,607/m², about 9% below the regional average of €2,872/m².

In the rental market, the Gaia Real Estate Observatory notes a slight correction. In 2025, contracted rents fell by 3.4% compared to 2024, averaging €13/m².
